From reading the docs, you could implement stratus directly in Flash 10 clients by having your .NET dll on Nonoba collect and exchange the peer IDs.

tells how the nearID (the identity of a flash 10 stratus app / user ) can be obtained, and is used to form the p2p connection.
Being a peer to peer service, Nonoba isn't able to implement stratus as such. Without any changes, Nonoba can act as an exchange for those ID's and let you as a developer use p2p directly via clients that support stratus.

this would mean that game developers are now free to offload the actual network traffic to stratus.
the added value from nonoba would be lobby, user accounts and payment while the multiplayer sync could be offloaded to stratus p2p network.
